1. energywatch National Council

energywatch is governed by its National Council. The Council has nine members including the organisation’s Chair, the Chief Executive and the National Chairs of the Lay Committees for Scotland and Wales.
The National Council is the governing body. It has corporate responsibility for ensuring that energywatch fulfills the objectives set by the Secretary of State and carries responsibility for:

Proper conduct of public business

  • Strategic planning
  • Monitoring performance
  • Demonstrating high standards of corporate governance are followed.

It is also responsible for ensuring energywatch meets all the requirements for the use of public funds.

2. National Council Chair

The energywatch Chair is a non-executive part-time role. The Chair is accountable to the Minister of State for Energy in the Department of Trade & Industry (DTI).

The Chair is responsible for:

  • formulating the council's strategy
  • promoting the efficient and effective use of resources
  • encouraging high standards of probity
  • ensuring the council's decisions properly reflect ministerial guidance.

3. Lay Committees

National offices in Scotland and Wales benefit from the additional support of Lay Committees. The Lay Commmittees are responsible for raising awareness of the interests and concerns of consumers in Scotland and in Wales. Each Lay Committee has a Chair who is a member of the National Council.

Lay Committees are responsible for:

  • Raising with Council, issues of concern to consumers in Scotland and Wales
  • Identifying gaps within national activity on issues of specific interest;
  • Influencing and lobbying key Scottish and Welsh stakeholders;
  • Representing energywatch to the media.

4. Chief Executive

The energywatch Chief Executive is a full-time executive role. The Chief Executive is accountable to the Chair of energywatch and, as the organisation’s Accounting Officer, is also personally responsible for safeguarding public funds.

The Chief Executive is responsible for:

  • Establishing corporate and business plans and reporting progress to DTI.
  • Advising the Council on the discharge of their responsibilities.
  • Managing all resources and risk.
  • Accounting for all energywatch activities.
  • Representation
  • Co-ordinating and implementing Council's policy decisions

5. Management Board

Executive control of energywatch is vested in the Management Board comprising the Chief Executive and the Directors of Services and Campaigns, and the Heads of Operations and Campaigns.

6. Organisational Structure

energywatch provides its services to consumers living in England, Scotland and Wales through national offices in Scotland and Wales and 4 local offices in England. There is a small head office in London.
Our office network helps to ensure that energywatch:

  • is more accessible to consumers and partner agencies
  • can deliver its programme of outreach more effectively

Each office provides teams of Consumer Advisers who work directly with consumers to fulfil information requests, provide advice and take-up complaints.
